Welcome to the website of Celest Mendoza for Santa Maria City Council District 1-2026 (FPPC ID# 1495004) (“the Campaign,” “we,” “us,” or “our”), located at celest4district1.com (the “Site”). These Terms of Use (“Terms”) govern your use of the Site, our email communications, and any text-messaging program we offer. By using the Site or signing up to receive messages, you agree to these Terms and to our Privacy Policy. If you do not agree, please do not use the Site.
The Site provides information about Celest Mendoza’s candidacy for Santa Maria City Council, District 1, in the November 3, 2026 election, and lets supporters sign up to volunteer, attend events, receive updates, and contribute. The Site is paid for by the Campaign. It is not an official website of the City of Santa Maria, and nothing on it is an official City communication.

You must be at least 16 years old to submit personal information through the Site, and at least 18 years old to make a contribution or to opt in to text messages.
You agree to use the Site only for lawful purposes. You may not:
The text, graphics, photos, logos, and other content on the Site belong to the Campaign or are used with permission, and are protected by copyright and other laws. You may share links to the Site and our public social media posts. Without our written permission, you may not copy or modify the Campaign’s content, or use the Campaign’s name or logo or Celest Mendoza’s name or likeness for commercial purposes or in a way that suggests that you or your organization are endorsed by or affiliated with the Campaign.
When you send us a message, a volunteer form, or any other submission, you confirm that the information is accurate and yours to share. We may use it to respond to you and for the purposes described in our Privacy Policy. We will not publish your name, photo, or story publicly without your permission.
Contributions to the Campaign are made through ActBlue, a third-party platform. When you contribute, ActBlue’s terms and privacy policy apply, and you will be asked to confirm that you are eligible to contribute under California law and that the contribution is made from your own funds. Contributions to the Campaign are not tax-deductible. California law requires us to publicly report certain information about contributors, as described in our Privacy Policy. To ask about a contribution, email us at the address in Section 16.
If you give us your email address and opt in, you agree to receive campaign emails, such as updates, event invitations, volunteer opportunities, and voting reminders. Message frequency varies. Every email includes an unsubscribe link, and we honor unsubscribe requests promptly and within 10 business days. Our emails include the Campaign’s mailing address: PO Box 9321, Santa Maria, CA 93456.
The Campaign does not currently operate a recurring text-message program. If you check a box on a Site form to receive text updates, you agree that the Campaign may send recurring informational and political text messages, which may be sent using automated technology, to the mobile number you provide. These may include campaign updates, event invitations, volunteer opportunities, and voting reminders. You must be the account holder or authorized user of that number. Consent is not a condition of volunteering, attending events, contributing, or any other participation.
Message frequency varies. Message and data rates may apply. Reply STOP at any time to cancel, and you will receive one final confirmation message. Reply HELP for help, or email us. Carriers are not liable for delayed or undelivered messages. We do not share mobile phone numbers or text opt-in information with third parties for their own marketing. The Site links to third-party sites and services, including ActBlue, Facebook, Instagram, and TikTok. We do not control them and are not responsible for their content, policies, or practices. Your use of them is at your own risk and subject to their terms.
Election dates, deadlines, and voting instructions on the Site are provided for your convenience and may change. Please confirm important details with the Santa Barbara County Elections Office or the California Secretary of State before you rely on them. Statements about issues and candidates reflect the Campaign’s views.
To the fullest extent permitted by law, the Site and its content are provided “as is” and “as available,” without warranties of any kind, express or implied. We do not guarantee that the Site will be uninterrupted, error-free, or secure.
To the fullest extent permitted by law, the Campaign, Celest Mendoza, and the Campaign’s volunteers and service providers are not liable for any indirect, incidental, special, or consequential damages arising from your use of the Site. Nothing in these Terms limits any right you have under California law that cannot be waived.
These Terms are governed by the laws of the State of California, without regard to conflict-of-law rules. Any dispute arising from these Terms or the Site will be brought in the state or federal courts located in Santa Barbara County, California, and you consent to their jurisdiction.
We may update these Terms from time to time. We will post the updated version on this page with a new effective date. Your continued use of the Site after changes are posted means you accept the updated Terms.
These Terms are available in English and Spanish. If the two versions differ, the English version controls. If you have trouble accessing any part of the Site or need these Terms in another format, email us and we will work with you.
