Celest Mendoza for Santa Maria City Council District 1-2026 (FPPC ID# 1495004) (“the Campaign,” “we,” “us,” or “our”) is committed to protecting your privacy. This Privacy Policy explains what information we collect through celest4district1.com (the “Site”), how we use and share it, and the choices and rights you have, including under California law.
Our commitment is simple: we collect only what we need to run a campaign and stay in touch with our neighbors, and we do not sell your personal information. By using the Site, you acknowledge this Privacy Policy. If you do not agree with it, please do not use the Site or submit information through it.
The Campaign is the committee supporting Celest Mendoza’s candidacy for Santa Maria City Council, District 1, in the November 3, 2026 election. The Campaign is not the City of Santa Maria, and the Site is not an official City website.

Information you give us. When you complete a form on the Site (for example, the Coming Soon sign-up, volunteer, voter pledge, event RSVP, contact, or opt-in forms), we collect what the form asks for, which may include:
Contributions. Donations are made on ActBlue’s website, not ours. California campaign finance law requires us to collect and report certain information about contributors, so ActBlue provides us with your name, address, occupation, employer, contribution amount and date, and the contact details you gave ActBlue. We do not receive or store your full payment card number.
Information collected automatically. When you visit the Site, our analytics tools collect technical information such as your IP address, browser and device type, the pages you view, the page that referred you, the date and time of your visit, and your approximate location (city level). This information is collected through cookies and similar technologies (see Section 5).
Information from other sources. Campaigns may use voter registration information made available by election officials, and the Santa Barbara County Democratic Party may provide voter outreach tools to the Campaign. California law restricts how voter registration information may be used (election, scholarly, journalistic, political, and governmental purposes only), and we use it only as permitted. This information is separate from what you submit through the Site.

We do not sell your personal information, and we do not share it for cross-context behavioral advertising. We do not disclose mobile phone numbers or text-message opt-in information to third parties for their own marketing. We share information only as follows:
Cookies are small files placed on your device. We use Google Analytics 4 and Google Search Console to understand how visitors find and use the Site, such as which pages are most visited. Google Analytics sets cookies on your browser to collect aggregated usage information. Our website host, Webflow, may also use cookies that are necessary for the Site and its forms to work.
We do not currently use advertising or retargeting cookies or pixels on the Site. You can block or delete cookies in your browser settings, and you can opt out of Google Analytics with Google’s browser add-on at tools.google.com/dlpage/gaoptout. Blocking some cookies may affect how parts of the Site work.
Some browsers send “Do Not Track” signals. Because there is no common standard for responding to them, the Site does not currently change its behavior when it receives one. The Site does not allow third-party advertising networks to collect information about your online activities over time and across other websites. The analytics provider described in Section 5 collects information about your activity on our Site only.
If your browser sends a Global Privacy Control signal, we treat it as a request to opt out of the sale or sharing of your information. Because we do not sell or share personal information for advertising, no further action is needed.
If you are a California resident, you may have the right to know what personal information we collect, use, and disclose; request a copy of the personal information we hold about you; ask us to correct inaccurate information; ask us to delete your personal information; opt out of the sale or sharing of your personal information (we do not sell or share it); and not be treated differently for exercising your rights. We do not ask for sensitive personal information, such as Social Security numbers or precise geolocation, through the Site.
The California Consumer Privacy Act applies to certain businesses, and political campaign committees may not be covered. We extend these rights to California residents as a matter of good practice.
To make a request, email us with “Privacy Request” in the subject line and tell us what you are asking for. We may need to confirm your identity, for example by matching the email address or phone number you gave us, before acting on a request. You may use an authorized agent. We will respond within 45 days, and we may extend that period once by up to 45 more days if we tell you why. We may not be able to delete information we are legally required to keep, such as campaign finance records.
Categories of information. Since the Site launched, we have collected these categories of personal information: identifiers (such as name, email address, phone number, and IP address); customer-record information (such as mailing address); commercial information (contribution records provided by ActBlue); internet or network activity (such as pages viewed); and approximate location. We collected each category for the purposes in Section 3 and disclosed them for business purposes to the recipients in Section 4.
Shine the Light. California Civil Code § 1798.83 lets California residents ask which categories of personal information a business has disclosed to third parties for those third parties’ direct marketing. Because we may share supporter contact information with the Santa Barbara County Democratic Party (Section 4), you may email us to ask about that sharing.
We keep information only as long as we need it for the purposes in this Policy. Contribution records and related campaign finance records are retained as California law requires (generally at least four years). After the election, we may keep supporter contact information to share results, say thank you, and send civic updates, unless you unsubscribe or ask us to delete it.
We use reasonable administrative, technical, and physical safeguards to protect your information, including secure (HTTPS) connections and access limited to authorized campaign team members. No method of transmission or storage is completely secure, so we cannot guarantee absolute security. If a breach affects your personal information, we will notify you as required by California law.
The Site is not directed to children under 16, and we do not knowingly collect personal information from anyone under 16. If you believe a child has given us personal information, email us and we will delete it.
The Site links to other websites and services, including ActBlue, Facebook, Instagram, and TikTok. Clicking a link takes you away from the Site. We do not control those services and are not responsible for their privacy practices, so please review their policies.
We want everyone in District 1 to be able to read this Policy. It is available in English and Spanish. If the two versions differ, the English version controls. If you need this Policy in another format, email us and we will work with you.
We may update this Policy from time to time. We will post the updated version on this page with a new “Last updated” date. If we make material changes, we will provide a prominent notice on the Site and, where we have your email address, may notify you by email.
